List a carrier's verification history

Return every ``carrier_verifications`` audit row for the carrier — every outcome, PASSED included — newest first and paginated. Each row carries the triggering surface (voice call, inbound email, outreach, API, …), the verdict, the provider's reasons, and any signals the org's compliance block flags suppressed. Rows are hydrated with the carrier so the shape matches ``/v1/loads/{load_id}/verifications``. Trusted TMS syncs skip compliance and write no rows, so a synced carrier can legitimately have an empty history. **Authentication:** Supports API key and bearer token authentication.
